'Wrong road' is an expression, a term if you will, I picked up while working on the railways in England. It happens when the train goes down the wrong line, a la Casey Jones, & it's the cue for everyone to blame everyone, because the Suits are waiting to see who they can fire. The Suits don't know one end of a train from the other.

The song is my recognition that the railways were/are a microcosm of how things work, or rather DON'T work ...
